IRS Updates Tax Withholding Estimator with OBBBA Provisions

The IRS has updated its Tax Withholding Estimator to reflect several significant changes introduced under the One Big Beautiful Bill Act (OBBBA). As announced in the IRS release IR202635, the revised estimator now incorporates new tax benefits such as the exclusion of tips and overtime pay from federal income tax, along with other credits and deductions created by the legislation. These updates are intended to help employees more accurately project their 2026 tax liability, especially those whose earnings include variable income like gratuities or overtime hours.

For employers, it’s important to prepare for questions and adjustments from employees who want their withholding to reflect the new rules. The IRS has made it clear that employees must submit a new 2026 Form W4, Employee’s Withholding Certificate, if they want their paycheck withholding to account for these OBBBArelated benefits. The 2026 Form W-4 included many updates that employers and employees need to be aware of. Many workers may not realize that the estimator has been updated or that the law affects their taxable income, so proactive communication from employers can help prevent confusion later in the year.

Encouraging employees to review their withholding, particularly those in industries where tips and overtime are common, can help them avoid surprises at tax time. At the same time, payroll teams should be prepared to process an influx of updated W4 forms and ensure internal systems are ready for the transition. Accurate withholding not only supports employees but also helps employers maintain compliance and reduce the risk of payroll errors.

As OBBBA reshapes several aspects of taxable income for 2026, employers play a key role in helping their workforce navigate these changes. The updated IRS estimator is a valuable tool, but it’s most effective when employees understand the new rules and act. Clear communication and readiness within payroll operations will make this transition smoother for everyone involved.
